Reading the outcome as a reading

The management half opens with a renaming: what you are responsible for is not a pile of tasks but a thing that turns goals into outcomes. The book's name for the three-column arrangement is goals, machine, outcomes. What it does in the argument is move attention from 'how do I patch this one' to 'what keeps producing this': the gap stops being a bad thing to handle and becomes an instrument reading. The diagnosis, believability and transparency of the next chapters all rest on there being a reading to take.

The second cut is harder: when a machine produces bad outcomes there are two sources and no more — the design is wrong, or the people are. What this buys in the argument is compression: infinitely many explanations collapse into a binary, and diagnosis gets a fixed fork. The cost sits in the same place: whatever belongs to neither class — external shocks, institutional constraints, luck — is either forced into one of them or dropped.

This book writes about the second kind in the register of the first. What is missing is a ready test for how tightly coupled a setting is — the book gives none and neither can this course, beyond the reminder to check whether the gap is steady.
